1. Assam government declared the entire state as a “Disturbed Area 2022"

The Assam government has extended the contentious Armed Forces (Special Powers) Act, 1958 (AFSPA) in the state for six more months. The notification came into effect from February 28. Initially, it was the Assam Disturbed Area Act of 1955 during the agitation by Nagas in undivided Assam. This Act gave freehand to some extent to the Army that was repealed with the incorporation of the Armed Forces (Special Power) Act, 1958. AFSPA was imposed in Assam in November 1990 and has been extended every six months since then after a review by the government.

About the AFSPA :

AFSPA, which gives sweeping powers to the security forces to maintain public order in ‘disturbed areas’, has been a contentious issue in the north-east states. Civil society members and activists have claimed that AFSPA gives security personnel a free hand to carry out excesses.

2. Assam Govt Launches India’s First Night Navigation Mobile App In Rivers

Chief Minister of Assam, Himanta Biswa Sarma has launched India’s first Night Navigation mobile application for ferry services on the Brahmaputra River in Guwahati, Assam. It was developed by the State Transport Department in association with K Raju, the principal scientist of IIT Madras. The first night journey of the IWT (Inland Water Transport) ferry between Guwahati and North Guwahati was started on 19 February 2022.

The Chief Minister also launched ten Aadhar-based contactless services of the State Transport Department to make public service delivery time-efficient and budget-friendly. The CM also launched an e-ticketing system for Dhubri and Silchar ferry services. An MoU was also signed between the Common Service Centres (CSCs) under the Ministry of Electronics and Information Technology (MeitY) and the State Transport Department to provide online services at the panchayat level.

3. The Kaziranga National Park is a Tiger Reserve and a World Heritage site. The park recently conducted its water fowl census

About the census : 

• The census is conducted in the 52 wetlands in the parks. In 2021, the bird count increased to 93,491. It was 34,284 in 2020. The bird count has increased by 175% in one year.

• Around 126 species were spotted during the census. The census used point count method.

• The census reported 868 deers. This includes 173 males, 557 females and 138 yearlings. Unfortunately, the deer population has decreased. Earlier it was 907. The population of deers in the park decreased mainly because of floods.

• 66,776 wetlands birds were reported. Of this 42,205 were counted in the national park area. 24,571 were counted in Burhachapori Wildlife sanctuary and Laokhowa.

• Of all the animals, the bar headed geese were in greatest numbers. There were 16,552 bar headed geese. Also, the census reported 5,631 common teal, 9,493 northern pintail and 2,236 ferruginous ducks.

• 40,000 hog deers were reported. They are the main food for the tigers in the park.
• 35 elephants were spotted.

4. Assam government is set to launch a four-year mentorship programme called Project Arohan.

This project will be launched to provide guidance to students and boost their skills.
For this project, Assam Chief Minister Himanta Biswa Sarma met Anita Rajan, CEO of Tata STRIVE, to sought their cooperation on this project.

Tata STRIVE is a skill development programme of Tata Trusts.

Tata STRIVE is an initiative of the TCIT. It was launched with the aim of Tata STRIVE started working under the parent head of Tata Trusts in FY 2017-18. It was started working a result of strategy of ‘Simplification, synergy and scale’ of Tata Group. This move recognises close synergies between Tata STRIVE and broader community interventions of Tata Trusts. This initiative is skilling youth from underprivileged backgrounds by means of innovations in technology, methodology and pedagogy. Since 2014, 6.5 Lakh Individuals have experienced the advantage of Tata STRIVE.

Significance of the Tata STRIVE :

Tata STRIVE initiative is the skill development initiative by Tata Community Initiatives Trust. It addresses the pressing need of skilling youth in India for entrepreneurship, employment, and community enterprise. The initiative reaches to communities, acclimatises them with changing work environment develops skills of people and develops skills of people from financially challenged backgrounds.

5. The Assam Government recently signed an agreement with the National Dairy Development Board. Under the agreement, the signatories agreed to establish Rs 2000 crore joint venture.

The joint venture to be established can process ten lakh litres of milk. Around six new units will be established. The units are to be established in seven years. The processing unit will collect milk from more than 4,100 dairy cooperative societies. This is to benefit more than 1,75,000 farmers.

In addition, two manufacturing units are to be established. They are cattle feed manufacturing unit and organic manure manufacturing unit.

Significance of the Venture

The milk processing helps to preserve the milk for days, months and even weeks. Also, it kills pathogens. During process, the milk undergoes HTST and UHT. During HTST, milk is heated to 72 degrees Celsius for 15 seconds. In UHT process, milk is heated to 135 degrees. HTST is High Temperature Short Time pasteurization. And UHT us Ultra High Temperature sterilization.

NDDB

NDDB is a statutory body. The Operation Flood was launched under NDDB in 1970 in order to modernize the dairy sector. NDDB plays vital role in milk production in the country.

6. Assam government awarded ‘Asom Baibhav Award’ to Ratan Tata

The government of Assam has conferred its highest civilian award ‘Assam Baibhav’ on Industrialist Ratan Tata. Assam governor Jagdish Mukhi conferred the award to the former chairman of Tata Sons. The Assam government conferred ‘Asom Baibhav’ to Ratan Tata for his contribution to setting up cancer treatment facilities in the state.

7. ADB approves $112 million loan to establish Assam Skill University

The Asian Development Bank (ADB) has approved a $112 million loan to strengthen skills education and training through the establishment of the Assam Skill University (ASU). The Loan will create a path for skill development to enhance the productivity and competitiveness of Assam’s economy and industries. An additional $1 million grant from the Japan Fund for Poverty Reduction will support the introduction of technologies for smart campus management, integrated teaching, learning, and career development management.

• The project will help develop the ASU’s management and operating systems, business models, and faculty and staff, and support the design and construction of environmentally sustainable and climate-resilient university campus and facilities to ensure efficient and sustainable operations.

• It will also support the design and delivery of industry-aligned and flexible skills education and training programs, including cutting-edge digital skills programs, career development programs and services, and continuing education programs. 

8. Assam government will bring tribal land policy in Assam within six months to ensure land rights of the tribal population. 

Chief Minister Himanta Biswa Sarma attended the 54th Annual Convention of All Bodo Students Union at Langhin, Karbi Anglong. The Chief Minister said the state government will bring tribal land policy in Assam within six months to ensure land rights of the tribal population. He also informed that adequate steps would be taken for socio-economic upliftment of bodo people living outside BTR.

9. The Cabinet of Assam in its meeting that was presided over Chief Minister Himanta Biswa Sarma gave approval to the proposal of replacing paper ballots with Electronic Voting Machines (EVMs) in the polls of Guwahati Municipal Corporation.

10. The Assam government has decided to create a ‘State OBC Commission’, which will make a decision on sub-categorization for different tribes within the existing reservation limit of the Other Backward Classes (OBC).

11. The Manas National Park and Tiger Reserve in Assam have witnessed a sharp rise in the population of rhinos and tigers. In the 2021 census, 48 tigers were counted in the park which means the tiger population had increased by 18 within a year. The census for 2022 is ongoing and it will be finished by March and it is being expected that the population will increase to more than 60.

12. Rajya Sabha elections will be held on March 31, 2022, for 13 seats spread across six states- Punjab, Kerala, Himachal Pradesh, Assam, Tripura, and Nagaland. In total, five Rajya Sabha seats in Punjab, three in Kerala, two in Assam, and one each in Tripura, Nagaland, and Himachal Pradesh will be up for biennial polls.

13. On 11th March Union minister of rural development and Panchayati raj, Giriraj Singh launched Unique Land Parcel Identification Number (ULPIN) in Assam. Unique Land Parcel Identification Number (ULIPN) project was launched in Assam on a pilot basis. Under this project, every land parcel in Assam will have a 14-digit alphanumeric geospatial unique identification number (UIN). Thus, ULPIN will act as an “adhaar for land”.
